Have you tried taking her to the store and letting her pick out her own toothbrush and/or toothpaste? maybe if she finds a toothbrush that makes her smile, she will want to use it.
I have twin 19 month old girls. One does really well brushing her teeth. The other could care less and brushes everything in the bathroom but her teeth. The routine is we all go after breakfast to the bathroom and the three of us brush our teeth together. Does anyone have any ideas to peak an interest in the "other" daughter?

I agree with picking out her own stuff, maybe reward her with something special at lunch if she does a good job. Or letting her choose her own dessert. Just keep in mind that at her age, you still need to be brushing them too. I thought my 3 year was doing a great job with hers and then she had 2 cavities at the gum line. Turns out she wasnt brushing her gums high enough. I still assist her but this happen to us. Just keep an eye out. Good luck!
My 2yr son doesn't like me to help him unless we both have a tooth brush. His gets the water and the one I use on him gets the toothpaste. I let him brush and then I get a turn then he gets to do it again and then me. Otherwise he would stand on his stool and play in the sink all day long!!
Krist had a good idea about letting her pick out her own stuff. Beyond that, I'd give her a choice... she can do it herself or you can do it for her.
