You could plan each week to be a themed week and focus your week and activities on that (similar to lesson planning). Ask your son what he wants to learn about this summer.
Maybe one week it's Snakes - get books at a library about snakees, rent movies or tape shows on the DVR from the Discovery channel, make snake crafts, etc. Make food to resemble snakes, etc.
Change it up every week and that way you have something to focus on and you both may learn something new.
Try to go places you have never been - maybe 1 place each week or 1 place each month (depending on finances).
Setting a schedule will be the easiest way. Maybe go to the pool 3x a week in the mornings and one evening a week. Every X day go to the park. Every X day go out to lunch or have a picnic. Give each boy their own choice about an activity or place to go one a week.

I have a website for kids' activities in the Philadelphia area, www.playgroundbuzz.com. I'll be adding lots more summer events in the next few weeks - plenty of activities are in Montgomery County. Have you ever been to the Sellersville Theater? They have several childrens' shows starting soon and I'll be adding those to the calendar as well. Have fun!

We live 2 blocks from the river, so that's usually the basis for our summer activities. We go fishing, camping, have cook outs and picnics, swim, sunbath, clean up the river, take hikes, go canoeing... and I've got GIRLS who love this stuff! Seriously, the fishing thing, keeps them happy for HOURS. Also, check out your local movie theaters... the ones near us have free movies twice a week during the summer!! Always a good cure for cabin fever on rainy days. Go up to the kids school (no one will be there), and the parking lot is yours! Ride bikes, bring chalk, play on the playground... Now that I'm thinking about all this, I'M SO HAPPY THERE'S ONLY ONE WEEK OF SCHOOL LEFT!! Have a great summer :)

1.Regal cinemas and also other cinemas have free movie days at least once a week check that out... I know our small theater does it once a week in the mornings my kids love it.
2.Library has story time- age appropriate with crafts that is once a week.
3.Local Park- my kids love playing with other kids- and sometimes we take their bikes and let them ride the track.
4.There are always festivals going on...
5.We always loved to play in the yard with sprinkler's:) if you don't want to take them to the pool
Don't know how small your town is so I am writing this being 30 miles and about 45 minutes outside of Lexington, KY...
1. We also do at least 1-2 Drive-In movies- we are Blessed to have 4 within 2. 20 miles of us and 2 within 10 miles of us and we want to keep it that way.
3.Go to a minor league baseball game- if you have a team close to you, ours is the Lexington Legends Tickets are only $8 for good seats and you can get a blanket and sit near the play area for $3 a ticket... On Friday home games they always have fireworks and on Sundays they let the kids run the bases we just can't make it to church and to the game...
4.Zoo's or petting zoo's
5. Museums or discovery centers
I have a website www.4pakids.com that has events listed by day, a free activities section, museum section, indoor play areas for rainy days, and outdoor play areas for nice days. I have a 3 year old and gear most of the events to the under 10 croud. Also airborne Gymnastics is on our calendar and a fun place for both kids, that have huge trampolines, ropes to swing on, a moonbouce and tons more ussually it is open gym for $5 per kid.
