What about a mix of things like teddy grahms, colored or special-flavored goldfish and craisins? Or make some other variety of kid-friendly snacks into trail mix, without peanuts.
Our preschool is having a carnival and one of the games gives out treats in ziplock bags. We can make them or store-buy them, we are supposed to provide 12 bags. I was thinking of the puppy-chow chex, BUT it has peanut butter and you all know what that means. So I need some ideas! I want something fun and colorful. I would usually do something healthy, but hey, its a TREAT that they win, so.... exception.
If we make something I would like my 5 year old to be able to help.

Can you do non-food items? It's getting warm so that makes it easy!!

* Chalk
* Stickers
* Crayons
I saw an idea on Pinterest one day where one side was filled with grapes and one side was filled with fish crackers and to seperate the sides they used a clothespin that they glued little antenna and eyes on to make it look like a butterfly. Really you could use anything to make the butterfly bags, marshmallow cereal, m&m's, play-doh, little notebads and crayons, etc...
My only suggestion is that if you do your own trail mix, make sure you really look at the ingredients if you have peanut allergies in the school.
My is allergic to peanuts and we don't do M&M's as they "may contain peanuts". LOTS of candy (including most jelly beans) are not safe for peanut allergy kids.
I'd go with popcorn, or chex mix I think. Pretzels are good, and raisins or dried cranberries.

rice crispy treats made with fruity pebbles instead of rice crispies. so yummy. my kids love them
You could make your own peanut-gluten-cheese-free ;) trail mix -- there are tons of recipes online and it might be fun for your 5 year old to help. You basically just throw a bunch of stuff together and sometimes bake it to get the flavor. You could even just do M&Ms and pretzels and be done with it.
Or Rice Krispie Treats, although they will make everyone sticky.
Pirate booty!! My kids still love that stuff!
I would make my own version of Trail Mix. Skip the peanuts and use jelly beans, M&M's, pretzels, Bugles, goldfish crackers, Fruit Loops, etc.
I also like the non-food ideas. If you have time to order online, Oriental Trading Co. has lots of fun stuff including pre-assembled craft kits that you could pass out so they have a craft to do at home.
Totally agree with the rice crispies treats. And putting colored candies on top makes it even better!
Rice krispie treats. I make them with milk free margarine so they are gluten free, nut free and milk free. We press little candies on top while they are still warm so they are pretty and colorful. Easy to make enough for 12 big chunks to put in your 12 bags. Easy to eat, too.
Chex Snack Mix is great! I've done many variations of it including Cherios, Gold Fish.
I had to provide treats on Halloween once, so I did my own trail mix with regular gold fish, pretzel gold fish (for conviniet size), m&m's and lots of dried fruit. Dried fruit is a bit pricey, but super yummer and colorful. Personally I loved my trail mix. I think the kids liked it, too. It was fruity and salty and sweet.
popcorn
Flavored if you want.
There are lots of Chex recipes:

How about Halloween-sized mini candies:
Milky Way
3 Musketeers
Hershey bars etc.
-or-
bag of mini pretzels w/M&M's
-or-
how about mini prizes? bouncy ball, mini sunglasses, stickers, mini box
of crayons like they give out at restaurants, ball & jacks, mini puzzle (Walgreen's has them for 2 for $1 and they only have about 10 pieces
