Call 311 and ask about the Early Intervention Program
for Speech Delayed children.
My son got help, it's great....He talks up a storm now.

Your friend should call Early Intervention and ask them to evaluate her son. You can call 311 for the number.

If she does not want to go the private route, she can get her child evaluated through the Committe on Pre-School Education. The eval and services are free. It is through the NYC Board of Education.
