Since you said that you have used the cry it out method before I am guessing that your daughter already goes to sleep on her own, which was the turning point for us when our daughter was 18 months old. Does she seem tired during the day? If not, perhaps she doesn't need as much sleep any longer and you should move her bed time later if you want her to sleep later. Is she still taking a long nap or 2 naps? If so she may be getting too much sleep during the day and you may want to move her to one 2 hour nap.
My daughter has never slept past 6 am, except when she is sick.
It is hard to give advice since you didn't give much information on her sleep habits except for her wake-up time. However every child is different and every child needs a different amount of sleep. My daughter has never needed a lot of sleep although my son does. I have learned that you cannot make a child sleep when they don't need it. I tried it with my daughter when I thought she wasn't getting the "normal" amount of sleep. I finally learned to listen to my mother who told me that if she was a happy, healthy child she was probably getting all the sleep she needed.
