It can be attributed to a change in the weather, not sure what causes it since she's so little. Is she walking yet? If so, that could be the cause, skin gets a little tougher and when weather changes and we become a little more sedentary, the old skin peels. A gentle scrub of the toots in the bath, can even use a mild pumice, that will help. Just make sure it's not red or raw or itchy, if so then see dr. If she's not walking yet, she could just have very sensitive skin. When i moved back to IL from a tropical region, my hands begun peeling and became so sensitive, and i'm sure it's from the high humidity to the drier, cooler air that caused it. I used lots of lotion... but it didn't stop the peel! Good luck to you and your wee girl, if it's just weather, should stop in a few weeks.
