There are little pads you can buy that adhere to the inside of the shoe around the back of the heel. I've seen them in shoe stores and have used them in my daughter's shoes.
Although this may sound stupid, I succumbed to not just 1, but 2 pairs of shoes that were a bit loose on me. Unfortunately, I don't fit into a specific shoe size, as a 6.5 is tight and a size 7 is a bit on the loose side, so I ended up getting the size 7 shoes as I thought that it would be better than ending up with blisters.
I didn't realize how loose the shoes really were because most of the shoes I own are a size 7 (although they have straps, and these are pumps, so no straps to keep them in place), and because I did not do enough walking through the store when I tried them on as I was in a rush to get out. Now that I wore this lovely pair of shoes to work, I am having difficulty walking without them slipping off from the back, so I am walking slowly and in a way that people think I am injured, which is not the look I was going for!
Surely, there must be some remedy you know of to keep a shoe in place. The shoe otherwise fits fine from the sides, I just don't want the "flip" sound that the shoes make when I walk (as if I were wearing flip-flops) and having to walk slowly to ensure my foot doesn't get out of the shoe. Please let me know of any products out there or any home remedies you have for this issue. I hope you have some suggestions so I don't have to end up getting rid of these shoes :(( Thank you!

You should be able to find self-adhesive heel pads at your local drug store. This can close the gap between your heel and the shoe. You can also buy shoe inserts to make your shoes a little more snug. These items are available where all of the foot products (like Dr. Scholl's) are. Good luck!
What about the insoles you can put into shoes? Full or heel only. Those should take up a little space.
Put toilet paper in the toe of the shoe.
Actually, I used to have this problem and I'd put the little adhesive pads that only go under the toe/ball of your foot in. It would push my foot back a bit and it would fit the heel. I don't think it would work with a very high heel, but it did fine with flats and low heels.
You can always ask at the shoe store. They can usually offer suggestions.
