My boys are closer to age then your kids (they are 3 1/2 and 17months) but we recently moved them into the same room. I have found that if I put them down at the same time, they keep eachother awake. I have learned to put my younger one down first and make sure he is asleep before my older son goes to sleep. Then I tell him to use wispers (he also talks to himself and plays a bit) but it doesn't bother my younger one if he is already down. Our nightime routine is: baths togehter, get jammies on/brush teeth etc., read my younger one a book (or for you it would be bottle and rocking), put him down, while I am putting the younger one down my older son cleans his toy room and picks his books for the night, then I read to my older one and by the time he is ready for bed my youger is asleep. Then in the morning, my older son usually wakes up first and comes out into the living room and shuts the bedroom door on the way out so not to wake his brother. It has worked out well for us.
