Plan the party around the adults. He's going to enjoy whatever's going on. B-day parties before the age of 4 are more for the family/adults than the kids, cause the kids don't know or care what's going on.

If there is play equipment at the park, you do not need much more. Kids
are usually quite happy just with that. You can bring some balls. If you have
some ride on toys you can bring (if the kids are little) they usually like that.

He is not going to have a clue what's going on. You don't say how many other children are coming or their ages. If you need fun games/activities for older children, consider Simon Says, pin-the-tail on the donkey, hot potato and/or a pinata. I personally never do pinatas; the idea of blindfolded kids wielding a bat around scares me!
Are there other kids that CAN walk? LOL
Little kids can limbo for hours...download a few limbo songs and grab a broom handle!
