My 2.5 year old has one and he still can't jump. It's more like a stability ball; I think jumping ability is irrelevant.
We are planning to get our daughter a rody horse for her 2nd birthday. She desperately wants to use her sisters hippity hop, so we figure this is more age appropriate.
The question is, if she can't yet hop with both feet off the ground, can she hop on the rody? Or should we get the base too so she can use it until she masters jumping with both feet?

My son could hop on his Rody , before he could jump on his own.
dont bother with the base...just put it on the low side of inflation until she masters it, then add more air!
This was my son's absolute favorite toy!!!!
I would imagine she could still have fun just bouncing her bottom even if she isn't getting any air... but only if her feet are stable on the ground. It'll depend on her size.
I'm not clear on what the base would do... but if it seems like it'll make the toy more usable for her, I'd get it.

My daughter got one for her first birthday and she loved just bouncing on it. She's almost six and her brother almost four and they still use it monthly!!!
I would take her to the store and let her try them out.. Our daughter was given a rocking horse when she was 1 yrs old. It was one of those on the tall stand. She mostly sat there in the beginning trying to rock it for months. but she caught on.. Then we could not get her off of that thing,
Same will be with the Rody.. She will enjoy the bounce of it even if it does not move.. She will grow into it.
The manual for the original Rody recommends it for ages 3 and up.
Perhaps the Rody Jr. is more age appropriate for your daughter? The website doesn't indicate the age recommendation for that - hopefully it would be on the box.
