We did a princess tea party for my daughter when she turned 3 and it was wonderful! Here are some of the treats we had:
Make tea sandwiches
We took regular bread, spread with cream cheese and sliced cucumbers. Then we cut with cookie cutters in different shapes, the girls loved them! We also made peanut butter and jelly tea sandwiches.
Costco has cute little cinammon rolls and brownie bites, which we also had at the tea party.
Many stores also sell little sugar cookes, or you can make them yourself. Shortbread is also really easy to make and can look really fancy dipped in chocolate.
Have fun!
Little tea cookies or tea bicuits or tiny finger sandwiches.
How fun! Here are some ideas for you from http://www.partyshelf.com/princess_tea_party.htm
Tea Sandwiches - Use wheat, rye, or white sandwich bread and cut off the edges. Or opt for mini bagels or croissants. Fill with peanut butter and jelly, jelly and cream cheese, or plain or flavored cream cheese. You can either cut into triangles or use flower shaped cookie cutters for a fun shape.
Pinwheel Sandwiches - Using flour tortillas, spread with cream cheese and turkey or other filling, roll tight in cellophane, refrigerate for 2 hours, then cut into 8 pieces and hold together with toothpicks.
Tiny Fruit Muffins - Buy or make muffins. Sprinkle tops with powdered sugar.
Assorted Cookies - Shortbread, Jelly Jams, Sugar or Lemon are favorites!
Scones or Petit Fours -

Small Fruits - strawberries, grapes, raspberries or blueberries. Serve with whipped topping.
How about chocolate dipped strawberries or maybe some pb & j's either crimped or cut into fun shapes w/ cookie cutters?
I would do either cupcakes or cookies,(less mess) and make them look like princess crowns, flowers, or tea cups.
Good Luck!
I love all of the other ideas! Here's one more. You can either buy pre-made sugar cookies or make your own from scratch or a package (I personally like the refrigerated cookie dough.) Make a simple frosting of 1 brick (8 oz.) of cream cheese and 1/3 cup sugar (or buy a tub of frostig if you're in a hurry!) Frost the sugar cookies with the icing, then cover with slices of fruit or whole berries. I like to use sliced strawberries and whole blueberries, raspberries, and blackberries. I've also used mandarin oranges, sliced grapes, bananas, and kiwi. The colors are really pretty and it makes a bunch of yummy little "tarts." Have a fun tea party. Sounds like a sweet and special day!
Little sandwhiches cut with little cookie cutters, you can find flowers and lots of other fun things. Look at the dollar store. Or try anything miniture sized. Good luck!
