I just have to say that your story is ADORABLE!!! I have no advice, but it is cute!!!
Ok so my daughter has decided that she wants to potty train, but the way she tells me she needs to go is by taking off her pants, which makes sense because that is what you do to go potty. She is having difficulty with words, but I don't want to be in the middle of Target and have her half naked. Anyone have any experience with this, advice, anything??? She is 21 months.

I am right there with you...My little boy also thinks he wants to go potty, but he likes to play with the potty chair. It will take some time for the words to come, but I can understand the dilema. I hope you get some good advise..I have never asked, but I need it too!
There are worse things than the pants coming off in the middle of Target :).
Maybe try taking her straight to the potty when you're out so that she doesn't have to tell you it's time?
My daughter was potty trained at 16 months old. She started out the same way, she'd remove pants then the diaper. In order to resolve it, we bought big girl panties. She was then taught that she would have to be in a private place (bathroom) to remove them. This caused a problem in pre-school at one point because her teachers weren't letting her shut the bathroom door. I had to request special permission to do so.

You may want to try a sign (besides just taking off her clothes:) ) that she can use to signal you she needs to go potty. Good Luck!!
