Plastic pants make the skin sweat and peel, and more prone to rashes. They don't let it breath. Only use them when you are going out of the house. I left my kids naked from the waist down for the first few days. After that just undies. I put pullups on them at night until they were making it most nights, then switched them to undies at night too. And have her help you change her, you can even lift her to put the panties in the washer. Be consistent. Take her potty after each meal and before and after bedtime. If a couple weeks go by and she's not interested in going to the potty, then stop. Give her a couple weeks back in diapers, then try again.
