Can you scan them and put them onto a CD?
I have a bunch of old photos of my moms but she has them all cut up in small pieces so I cannot just make albums. I would like to do something nice for my sister, brother, myself, and mom and pass out but what can I do wth these:? I do not think they will hang up a collage of photos in their house so that is out. thanks for your ideas!
I was looking to make some kind of gift like a flip book of sorts. by cut up I mean they are trimmed to the extreme! I am not a scrap booker.

Scrapbooking is easy. I am not creative in any way. I have to go to scrap books sites and look at layouts. That is where I get my ideas.
Use all the supplies to make the books from a scrapbook section of the store. The glues and tapes are made to be safe for the photos and stuff.
Make a scrapbook for them.
You can scan them and create a collage or bound scrapbook with them on some of the online photo websites. You can also scan them and do something artsy with them in Photoshop... adjust colors, merge, make them look like an impressionistic painting, black and white, cut and paste into a Picasso-like work of art. If you are not familiar with any photo editing programs, find a high school or college student taking a photography class who could help you and use it for a class project.
Definitely scan them and put them into a Shutterfly or Blurb book. That way the photos are in tact but in a more easy fashion that can be placed on a bookshelf.
