I would try a premium prefold, maybe with an insert wrapped in the middle, and just about any basic PUL cover. IME, separate layers (as opposed to pockets with cover and liner in one) are the key to preventing leaks on heavy wetters.
Hello cloth diapering mamas!
After trying several night-time cloth solutions when my daughter was a bit younger (maybe 2?), including bumGenius 3.0 pocket diapers stuffed with the microfiber inserts & a hemp insert, and FuzziBunz perfect size diapers (stuffed w/ the same), we gave up and switched to Seventh Gen. disposables for nighttime. Now that my daughter is daytime potty trained, I thought we'd try to save trees and $ by trying to find something cloth. Sometimes she's nearly dry when she wakes up, and sometimes her diaper is completely soaked. We don't limit fluids before bed, because she's often thirsty in the evenings, and I don't want her to get dehydrated. I think that eventually, we will do that, but not yet.
Last night, we tried a Happy Heinys pocket trainer, stuffed with 2 (brand new) microfiber inserts and a hemp insert. By 5 AM (she usually wakes up some time b/w 7 and 8 AM) she had completely soaked it, and her pajama bottoms were wet, too.
I don't want to spend a ton of money, but I would like to find something that works!!! Please help!

You could try Kawaii Goodnights Heavy Wetter. They usually retail for between $6-10 a diaper. I have read good reviews about them :)
Have you tried a wool cover? I use a sbish obf fitted with wool cover for overnight. Works for us - but I think my DD is just an average wetter. Hope you find your solution soon!
There is a WAHM who makes amazing diapers. She has inserts that will soak up 2 cups of water in and instant. I'm sure if you got a couple of those and stuffed your pockets with them, you would be good to go.

We loved MotherEase diapers, though DD eventually grew out of them and so I started to make her cloth "pull-ups" that I stuffed with 1-2 well used prefolds. They worked great. We have finally moved to only 10 accidents in the past 6 months. You'll get there and I know that it's expensive to wait. We don't limit fluids either and each night just depends. Sometimes she'd suck down 8+ oz of water and stay dry all night and other times, 2 ozs and pee the bed. Now she wakes herself up and goes to the bathroom and back to bed without waking us. She was able to start doing this shortly after turning 4. You'll get there!
I use FuzziBunz Perfect Size Large or X-Large stuffed with one microfiber and 2 Joey-Bunz size Large hemp inserts (by BabyKicks) at night for my day trained 3.5 year old.
I swear by the generic pull on plastic covers. I don't know why but for whatever reason we have NEVER had a leak with them. not to mention prefolds are cheap. I would try a toddler prefold, doubled with your inserts and a pull on cover and see how that goes.
This isn't exactly an answer to your question, but we had a similar issue with my son. He was waking up totally dry about 50% of the time and soaked the other 50% (we had him in bum genius pocket diaper). My problem wasn't that he was wetting completely through the diaper, but that he was waking up in the middle of the night complaining about being wet and I was tired of having to change him in the middle of the night 3 nights a week. So what I started doing was taking his little potty seat into his room at 10 or 11 right before I went to bed and putting him on it while he was still asleep. To my surprise he has never woken up during this process and as soon as I sit him down he pees. Now we have a dry diaper almost every morning. I thought it might be worth a try since it doesn't involve ordering anything new or spending any more money.
Onestepahead.com has cloth nighttime training underwear (similar to a cloth all in one diaper, just in underwear form) up to 5T (I think). I've haven't used them yet, but have been wanting to try them. It may be worth checking into.
