Neighbor´s Cat Using Our Flower Bed as a Sandbox

I would appreciate some advice on what to do here. First of all; are cats allowed to run loose in the suburbs? I asked the neighbor to clean the flower bed and do whatever needs to be done to keep the cat from using my mulch as a bathroom. Well, he promised to do it but didn´t. Pretty expensive kitty litter, the mulch, I would say, and I do not really like the idea of having to clean after somebody else´s animal : ). What should I use to keep the cat away in the future? She usually comes at nights to ¨do her business¨. I only use organic stuff in my yard, so something environment friendly would be nice. I know this is a small problem, but with a toddler around I just do not have time for extra yard work. And since I do not know anything about cats I would loooove for you smart cat people to help me out here. Thank you.

I remember growing up we had this issue....
My mom put cayene (sp) pepper out and never again did we have trouble. They would walk our ledge and use our flower beds...

From what I remember it did not hurt them would not want to hurt them just want to get their attention to go do their business some where else...

The cayenne should do it and if not, you might try putting chicken wire around and above the cat's favorite spot. If the cat avoids it for a while, then it might not come back. Also, why not ask your neighbor to put a pile of this cat's favorite mulch in his own yard.

Also, some of the natural insect sprays are citrus based and most cats do not like citrus.

Cat's actually aren't so bad to have around - they do an excellent job of keeping down the rodent population. I'm not aware of too many rules about cats in the suburbs - I would think it would be virtually impossible to police and most cats really aren't that evil.

Moth balls also work as well. They dissolve into the soil and cats do not cross the smell. They last for a couple of months then you just put a few down in the area again.

It could be an opposum or a raccoon too digging for grubs...etc...bugs....
The pepper should work for all....
