Yes it sounds as if your daughter is not ready. BUT...have you had the "Potty Party"? What's that? Well the greatest way to cheer and encourage your toddler to love and embrace the potty. Make up a potty song, my son and I made up "PEE PEE IN THE POT-TY, PEE PEE IN THE POT-TY (to the conga line music). We had noise makers and confetti (not all the time) but we had a PARTY everytime he put something in the potty.
I now disagree with teaching a boy to "sit on the potty" to pee when he suppose to learn to stand, it confuses them I think. So, after awhile I would send him in the bathroom with his father and tell him "watch what daddy does".
I don't have girls unfortunately, but the Potty Party worked for me. Also try a praise chart. Have your daughter pick out stickers that she likes and every time she goes to the bathroom on the potty, let her put the sticker on the chart. Do a little "cheer" dance and make it fun for not only her but you to!
