A good idea would be a floral print journal gift set. I've normally seen them in the dollar store and they come with a Journal note pad, pencil and post-it notes. This would be nice for the older ones in the 10-12 age range.
If you are willing to put in a little bit of effort (and with four kids, I'm not sure that you are ;) you could make some neat craft sets for the girls. Just buy some cord or rope, some beads or seashells, and some clasps. Cut the cord into lengths, divide up the pretties and put them in individual "make your own jewelry" bags with a pretty bow. I suggest this only because I bought my niece a "necklace" for a dollar that was simply a seashell on a cord and I think she loved it more than her sisters loved the nice stuff I bought them :)

I love their things cheep and interesting. Our church gave gifts from her for our Christmas party 12 Chrystal like angels and crosses for $10.00.

Michael's also has a dollar section. Last week they had many items for 50 cents - sticky notes, journals, note pads stampers, little candles in tins, fancy stickers, calendars, mousepads, etc.
Another idea - I just saw some small nail polish sets at post holiday sales real cheap. You could break them open and use individual bottles as prizes.
How about $1.00 gift vouchers for your own school store! you could give the money you were going to use to the school store and make cute paper vouchers. Then you not only would be rewarding the kids and parents, you would be sinking the money directly back into your cause! Best luck and thanks for all you do for the PTO

For the kids I'd try the dollar store or if you need bulk, maybe Oriental Trading Company (on-line). For Moms, maybe the office supply store - pens, sticky pads, rules. Lord knows, I run out of stuff like that often enough!

Hello S.- not sure if Im to late to respond~ but I was at Michaels craft store today & they have A LOT of neat crafty projects, more so for kids for $1- a nice variety. I didnt browse around to much~ that only leds to me spending more $$$! ;) Ha! But they may have some nifty items for the "gals", too. Or you could always get some $1 scratch off Lotery tickets for the moms. I get excited if I win $2 on mine!!
