It depends on where it is coming from. It could be leaking pipes or rotting wood in the walls and will need to be fixed. Otherwise, the airing it out and baking soda and tips Melissa gave can work.
We are having some mildew smell in our basement. Any ideas how to treat besides a dehumidifier which doesn't seem to really help.

If it's carpeted, put some baking soda on the carpet, let sit for a day, and vaccuum up. If the floor is tiled and won't get damaged, try diluting some bleach in water and mopping with it. Also, keep windows open if you can to let some fresh air in. Good luck! :)
Check your local hardware store and pick up some Damp Rid to help absorb the moisture in the area. Remember to empty the absorbed liquid and replenish the container regularly. More importantly, though, is to figure out whether you have some leakage going on, and worst yet, mold build-up. That stuff is toxic if it's allowed to develop for too long and can contribute to lung infections, etc. You might need to replace your carpet.

A dehumidifier will help, but it needs to run all summer. We have a sump, and the dehumidifier empties directly into it. Otherwise, you need to make sure that you keep the water emptied out so it will continue to run. A couple of gel room fresheners help, too. The heater will usually keep it dry in the winter.
