Scrub them down with a bleach solution then dry them completely (like over a air vent).
They'll be fine.
My son left his train tracks outside and now they have mildew on them. I am not sure what is the best way to sanitize them before I let him play with them again, or even if I should.

Personally? I would toss them. They probably are warped so they the train won't glide over them easily.
If you are determined to save them? Vinegar is your best bet...however too much liquid will warp them some more...
I'd take them and spray them lightly with a bleach water mix. We used it to sanitize toys in child care. If you google for bleach water recipe for sanitizing you should get lots of links to say the ratio's.
I do think it's 1 Tablespoon to 1 Quart of water or close to that.
If that doesn't work then immerse them a few moments at a time in a tub of the mix. It shouldn't hurt the wood if it doesn't soak into the grains too deeply.
If all else doesn't work then soak them for a while. Stains will stay but the bacteria should be dead.
