You may have already checked these ideas but if not, it could save you the cost of an electrician. First, check the breaker box and make sure all of your breakers are on. If that is not the problem, then go around to all of your outside and downstairs inside outlet boxes and reset your GFCI outlets. These are the outlets that have the special tripping mechanism in them so if any water gets into the plug it shut down the electricity. The reason you need to check both inside and out is the GFCI outlets are normally placed on the last outlet of an electrical wire and depending on how your house was wired that could be inside or out. It should be outside but sometimes things are not always wired the best way. If none of the outside outlets are working, I would bet that you just have a tripped GFCI outlet and to fix it is just a matter of pushing the reset button on the outlet.
I hope this is the answer to your problem and that you get to save your money for something fun and not have to spend it on an electrician.
