My friend's daughter is turning one in march. She would like to have a party for her at a place that is crawling/walking friendly. We just went to Kid City on Grand and it is perfect for ages 1-5 with a awesome parent area. They have a full eat in kitchen for your catered food. We loved it.

We had our sons 1 year old party at the Exploratorium in Skokie Illinois. I'm not sure where you live or how much your budget is? But the fee is $250.00 and you get $100.00 back for your deposit(If the party room is intact and cleaned after your party). its a great place for kids to explore all facets of science...Its a big play room and there are (2)helpers there to help with your party. After 1 hour of playing on the humungous jungle gym, then your party go up the stairs and have a private room for your guests. Or you could simply have a nice party for your 1 year old at home with family and a few frinds from the neighborhood, that always works well too...depending on if you want to clean up afterwards:) but the website to the exporatorium is ____@____.com and the address is 4701 Oakton , Skokie IL 60076. Have you considered renting a room at a park district? It is very reasonable. You can use a carpeted area and put down a flannel backed table cloth for crawling on. You can plan kiddie games and the parents can help by supervising the guests.
We went to Kid City also. We loved it too. They were very helpful and well prepared. We also brought in all our own food and cake which helped control the costs. We had more adults at our 1 year old's party than kids but it still worked out great. I would highly recommend it.
elk grove park district's CAROUSEL ROOM in the PAVILION. had my twins 1st b-day party there. perfect for ages 1-8. for $218 we had full use of the carousel & a huge carpeted play area including tunnels, slide, assorted toys. very spacious. we had 100 guests and the room holds 110 i believe. the rental is for 2hrs and tables & chairs provided. bring your own food. there is a kitchen w/refrigerator. they provide unlimited ice. perfect for kids & adults.
