I bought those types of items at Timeless Toys in Lincoln Square. It was a little while ago, but that would be the first place I'd try (such a great store!) or any independent toy store close to you.

Try the Dollar Tree store. I think I saw them in there.
The Marshalls on Irving Park & Milwaukee has the toy broom that talks. I just saw it there yesterday.
ONESTEPAHEAD.COM is a great website for educational toys. I bought my daughter "Sweeping Sam" and she loves it. I love it because I can turn off the sound effects when I start getting a headache!
I love, love this website for great kids' stuff:

I've purchased some great stuff from here - pitcher/glasses, toys, and a mop!
Good luck!
My son loves sweeping. I found him a little broom at Toys R Us. I think they had other cleaning supplies as well. There is one at Western and Addison (Roscoe), not too far from Logan.
I bought a toy broom and dust pan last year at Building Blocks on Lincoln, which is just north of the Lincoln/School intersection, near the Wishbone. It's a tiny store but they have a great selection. They sell the most Thomas trains in the city, etc. You might need to ask when you get there where the toy brooms are...they are kind of hard to find at first.
