It is doing what it is supposed to. It does that to conserve water. It can tell how much clothes is in there so it only puts enough water for that, not like the old laundromat washers. It is fine, don't worry.
I just bought a duet washer and dryer and have a huge question. Is the washer supposed to fill up with water or is it not? It just seems to spray water in the thing ever so often and roll the clothes around. I have not watched it the whole time but whenever I look it is not full of water, in fact, I can't see any water in the washer but can tell that the clothes are getting wet. Any help would help and make me feel less stupid. T.

It's a high efficiency washer and it's supposed to do this. There are sensors that tell it how full it is so that it knows how much water to use. It's an awesome washer (and dryer!). I love mine dearly...almost as much as my family. LOL
That is what it is supposed to do. I have a Whirlpool Cabrio and I was concerned at first about whether the clothes would get clean, but they do! I think you will like it :)
I had that same issue with our washer. It was because the water wasn't turned on all of the way outide at the main line. It could also be where it connects right behind the washer. Hopefully that helps. That was all ours needed.
is is high effeciency? My friend has one that does similar.
