It means to appropriate funds to a certain direction. Funds as in money.

Allocate or designate are the most common. "Directed donation" is another.

Allocate is usually if you are part of the funding institution, such as "The foundation held its annual Allocation Meeting to determine the disbursement of funds to applicants."

Designate or directed donation is what the donor does, such as giving to a university but directing which fund you want the money to go to (scholarships, athletic teams, annual fund, alumni class gift, etc.)

When I donate to certain places, I designate the funds to only be used for certain purposes.

it could also be "earmark". they use that term politically.
