i was going to put some stuff inside but i can't think of some things to put inside and was wondering maybe someone can give me some help. I really don't want to up makeup because I don't know how the parents would feel about that. if anyone have any ideas or anything. thank you

Around here, at that age, they were more into carrying around their little toys in their purse. You can get cute little stuffies on key chains that she could attach to the purse (mine loved that) and I would put a few little dolls in it as a surprise. A friend of ours that age is into Peppa Pig and has the little figurines. She carries hers around in her purse :)
If you want purse items, a little hairbrush (small, for little girls), a package of cute Kleenex, a little coin purse (easy to open - zippers at that age don't work), a little play phone ... but yes, I'd avoid makeup - if mom wants to give her some to play with, she can.

Colorful band-aids, a little child-safe mirror, little stuffed animal, small pouch of tissues... small box of colored pencils and small notepad.
I got my niece a little child size purse when she was three and she loved it. She was really into imaginary play at that age, so I also put in some finger puppets as well. She had a great time with those!
A small notebook and a pen. A toy cell phone. A compact mirror (or toy one if you are worried about her breaking it) in a case and a small brush. A small stuffed animal (like the kind on a key chain). A lip balm.
Bead necklaces and bracelets - or really any necklaces and bracelets
Pick up a couple of gift cards that don't have money on them, just to use for fun as play "credit cards" (you know, you can just grab a couple from the checkout stand)
A few quarters
A toy cell phone
Nail polish (I know you said no makeup, but most moms I know with girls this age are ok with nail polish)
A comb or hairbrush, maybe doll sized so she can use it on her dolls
Get her a bag like a tote bag and put a small teddy bear in it.
A 3 year old can still have issues with putting things in their mouth so one needs to pay close attention to age limits on anything they buy. Most makeup and little jewelry items are for ages 5 and up for a reason.
I think hair stuff like pony tail holders, ribbon, bows, barrettes with decoration on them, etc...a brush and stuff like that.
My daughter got a purse when she was 3 that had a little puppy dog stuffed animal in it. She took that purse and puppy everywhere!
Very cute gift! Love all the ideas below, and I like the gift card idea. There are some really pretty gift cards you can nab at Starbucks and the like.
I think three is a little young for nail polish though, yes by the time she's four or five she will probably want to do it, but just turning three seems a little early to push that.
