I would plan for 1 slice per child and 2 per adult, then order half again that much. Does that make sense?
My son's birthday party is next week and I am trying to determine how many pizzas we will need. We are expecting 16 kids (some will bring siblings) and I want to have some to offer parents, as well. It is a swim party and I klnow the kids will be more interested in swimming than eating, so I don't want to overdo it...but I don't want to not have enough either. Any suggestions?

You don't say how old your son will be? I think the previous poster gives a good idea on amount. I'd much rather error on having too much than not enough!!
I have a 13 yr old daughter and she will eat about 2 pieces. We always wrap and save what is left and it rarely goes to waste.
Leftover pizza is tasty and it freezes pretty well too!!

Good suggestions. I do think age of the kids is key information. I know the answer would be different for my 8 year old versus my 13 year old.
Worse than having too many pizzas is having too many pizzas when the party starts. They might get cold, especially if your group is the kind that trickles in, instead of showing up all at once. Maybe plan it so that you have a few to start, then go pick up or order more to come a little bit later. Little Caesar's is awesome because you can pop in & grab a large for $5 w/o waiting. Another thing about having more pizza than needed-- a teenager may fill up with 3 slices, but eat 6 if they are available!
Oh, you also did not mention if you will have a lot of side dishes. Some kids I know would rather fill up on chips but only eat 1 or two slices of pizza.
