In the state of IL, all parents have the right to a religious exemption. You do not have to state what your religion is or why, exactly, you are taking the exemption. All governmental agencies must accept it. They cannot fight it.
Simply write a letter stating that you are not getting your children vaccinated and attach a copy of the IL code for Exemption:

Here is a copy of the letter I use for my daughter:
To Whom It May Concern:
We have spent the last five years dedicating our time to making sure that *your child's name* gets everything he/she needs in order to be a healthy child in all aspects of her life; emotionally, spiritually, and physically. When we go shopping, we make sure that we buy products that are preservative free, whole, organic foods. In our faith beliefs, we are to only put into our bodies that which will sustain us; that which is healthy and pure.
Throughout pregnancy, we researched everything about vaccinations. What we found, essentially, was that vaccinations are comprised of highly toxic substances: mercury, aluminum, formaldehyde, aborted fetal tissue, foreign animal RNA and DNA materials. None of these substances is healthy, in any form, in the human body. There is no justification—within the context of our faith beliefs—that putting these elements into *your child's name* body would be healthy. This goes against our faith belief that only good, lovely, and pure things should go into our bodies.
