Hi Ladies,
Apparently my neighbors got in over their heads and walked away from their house with in ground pool. We were mowing their yard about a month ago when the power company came by to shut everything off. The pool is about ½ empty and the pool and spa are black! We have a crazy mosquito and biting fly issue in our yard and I have 2 small boys that like to play.
We have contacted our neighborhood association and the code compliance officer but since the house has not been taken over by the bank, their hands are tied.
MY QUESTION: Is there a Public Health City office that can help me get that thing drained? Do I need to call the local news… what can I do? BTW.. they warned me NOT to enter the property since the gate is locked.

Not sure, but I would call the health dept. and at least see what they say. They may at least have a suggestion for you.
I know its not your responsibility but if all else fails, you can go to the hardware store and rent a pump pretty cheap and drain them yourself. I know its got to be a huge problem with all the bugs and it sucks the city cant help. Just make sure you take pictures and go to someone high up. There is also some stuff you can put in water to kills the bug eggs and such. good Luck!
I had a similar situation last spring. The house next door sat vacant for almost a year before it was finally purchased (even the flippers couldn't find value in it). Last spring, when mosquito season started and we saw their pool water looking black, we called the Town of Flower Mound (general Customer Relations line). They transferred us to the correct person. She came out the same day, treated it with something that lasted 90 days, and called me back that afternoon. She continued to monitor the property for the next several months (which is when it went from private ownership, through forclosure, to bank ownership). She worked with (or around) all parties, and with me as well. Occasionally, through the foreclosure process, before the bank took responsibility, I'd call her when the grass (OK weeds) were overgrown, or when there were other issues, and she'd have it taken care of within 24 hours. There was no need to file complaints, reports, etc.
I know I lucked out with a really good town employee who was diligent in her work, but I still think you should contact the City of Fort Worth before you call a TV station. If you're going to be on the news complaining, you want to appear to have done everything possible as a neighbor.
Just FYI, the good news is we finally have some good neighbors next door. Their pool is fresh and clean, they've resodded the front yard, and they're regularly fixing, pruning, etc. Isn't it nice to have neighbors who care?!?
