Is it possible that your nephew has Dysgraphia? It means that one has trouble writing. If so....then according to state laws....teachers HAVE to modify their grading as long as you have modifications on file with the school. Try this website http://www.ncld.org/index.php?option=content&task=vie...
I am a teacher of 15+ years. I have had several students have with dysgraphia. I supply them with a hard copy of notes as long as they attempt to write. I tell them that the only way to improve in your skills is through practice. Now I also allow them to type their homework. My tests are multiple choice types or I allow them to orally respond. It sounds like this teacher may be unapproachable, but try talking to them. If the teacher won't help you, don't hesitate to go over their head.
