If price is not an object, Lutfi's in Clarksville is excellent.
I've been doing my own coloring for years because well...I just was too cheap to bother with salon pricing and I didn't want to sit in a chair for that long.
Anyway, I'm tired of ending up with results that aren't what I want because the color looks different on the box or what have you. I'm reluctant to go to hair cuttery because it's so hit or miss with stylists as to the quality of the cut or their understanding of what I want.
Can anyone recommend a good salon/stylist?

He's not cheap but he's awesome! His name is Randy and he works at Sima's in Canton. He's a a little quirky but very laid back and really very, very sweet. I've recommended him to two people who would pay anything for their hair and they love him now too. The phone number is ###-###-####.
I've been seeing Jamie DiSalvo for years and he does a great job with color (I get mine highlighted). I'm always very happy with the results and the few times I've been to other salons to get my hair styled, the stylists always comment on my beautiful color (they usually think it's natural and when they find out it isn't they're very impressed and want to know who did it). His prices are fairly reasonable for both full color and highlight (I think I pay $70 for highlight only and I think full color is around $50). He is also very careful to make sure he knows exactly what you want before he starts. His personality may take some getting used to (he's a little arrogant), but it's not that bad and for as good a job as he does and what I pay, I don't really mind. Anyway, I just noticed you're in Ellicott City, so it's a little drive for you (he's in Cockeysville), but his number is ###-###-####, his salon is called DiSalvo's Unlimited on York Rd. Good Luck.
