Get him a loofa, use some dove with exfolliant OR better yet if you can find some LAVA soap, use that. Put aquaphor on the elbows after he showers and at night before bed. Elbow skin should be supple unless he's leaning on them all the time. Maybe slather some olive or coconut oil on them at night if you don't want to buy aquaphor.

I get really dry elbows.
I also flat iron my hair 90% of the time.
I use a hair oil before I flat iron and it leaves a residue on my palms.
The oil dispenser said it could be used on the body as a moisturizer also.
I tried rubbing the excess from my hands on my elbows -
No more dry elbows.

Weird, I know, but it smells great too.

use a cream lotion several times a day eucerin is good they also have the store brand of it at walmart, make sure he's getting lots of water, dry skin could be a sign of not enough water intake

Sounds a bit like psoriasis. Try Aquaphor.

My daughter gets ashy elbows and knees when the weather changes. She uses a mesh shower puff especially on those areas and right when she dries off, she puts cetaphil cream on--when she remembers to. It is not instant but it helps to moisturize. A friend of mine also gets ashy knees and uses a thick cream versus a lotion. Neither are diabetic.
