What about a plastic squeeze tube that you can cut the tip off to the size you want? I've gotten some at Michael's in their baking section. I'm surprised that a frosting applicator is too big because I have seen smaller ones.
My son and I are trying to find a paint applicator that has a fine nozzle, and is refillable.
We have glow in the dark paint that comes in a container with an opening that gives you no fine control at all.
Frosting applicators are too big.
Something the size of a toothpaste tube would be perfect, but refillable from the bottom.
Any help is welcome.

Yes, paint brushes are too floppy or too wide.
I will try a craft shop for a paint pen or Paint Marker.

I'm not sure you are going to find a dispenser tip that will fit on the paint container.
You'll probably have to pour it and maybe thin it a little.

What about using a fine tipped, paint brush?

Just dip the paint brush into the paint, then paint/apply it to the surface of what you are trying to paint.
What are you trying to apply the paint, to?
How "thick" is that paint?
Liquid? Gel like?
Or is it fabric paint????
Fabric paint, is often in little teeny squeeze bottles with a fine, tip. And then you'd just squeeze it out, slowly, onto say, a T-shirt or other surface. So to get "fine" lines/detailing... you'd need good fine-motor coordination squeezing the bottle slowly... to get a fine line, versus it just oozing out in a clump. I've done that, with fabric paint, bottles/tubes that have a fine tip on it.
