Lilac and/or Rose of Sharon. I have both and it's nice because the Lilac blooms early and the Rose of Sharon later in the season.
What is your favorite privacy bush (8ft or higher)? I would like to get one that flowers so I'm getting the mot bang for my buck, pretty and useful. I llive in the Midwest. I plan on talking to my local nursery when it gets closer to the season, but I was wondering what favorite people had to maybe narrow things down.

Rose of Sharon. Fast growing (tall and wide), and flower mid summer to early fall.
Love lilacs and you can buy them in the height you are looking for.
My favorites are (don't know if climate appropriate)
- Clematis (fragrant, smells light jasmine; there are several types of fragant clematis, my mum has one that smells like baby powder, yuck)... but it's a very aggressive / leafy vine.
- Bougainvillea (hot climates, also a vine)
- Lilac
- Rhododendrons
- Star Magnolias (actually trees, but that can be pruned to bush shape/height).
Any flowering bush/tree can be bought mature; 1 year, 2 year, 3 year, etc. The more mature the tree/bush the more expensive they are.
I actually got a fence (metal cross hatch) then got humming bird vines. I then would go out once a week and "train" the vines up the hatch. It was very pretty and only took a summer for the vines to grow half way up, the next summer it grew up the rest of the way.
It matters on how quickly you want the bush. Most of the ones that are being recommended take several years to grow to any real hight. My parents lilac bush only grows 6 inches taller each year, so if you are willing to wait 10 or so years, go for it, but if you want it quicker than that... well humming bird vines are the way to go. (This is also called trumpet vine or trumpet flower, matters on the region)
My caution about rose of sharon is that they attract bumblebees like crazy. My parents' house had them and I have a border across the back of my yard and there are bees constantly around them. They are beautiful though
