A., first of all I have to point out that you're making a potentially dangerous mistake saying "I don't want them giving her antibiotics". The strep they treated in Feb. is most likely gone, and this may possibly be a new infection secondary to whatever illness you all had last week. A new infection, if it is bacterial, would require a new, perhaps different, antibiotic, and only her doctor may be able to determine that!
However, the lack of fever suggests that it may be ear congestion...which will respond to a child's decongestant such as sudafed, a hot shower, warm liquids (mom's chicken soup!) or even a nasal spray. You can try some of these, and if she doesn't feel better or gets worse or develops a fever then please call the doctor. You being in the medical field probably have doctors around you at work who would give you the same advice.
