Weird...I have always had super nice, soft elbows...but since I had my daughter (8 mos ago) my left elbow is so scaley!! Its dry and rough! WTH? I constantly put lotion on it and it doesnt help :( anyone else experience this and or know what the heck is wrong with my skin on my ONE elbow?? : /

"Sand" it lightly with an emery board, just to get the rough bits off. Do you have long-sleeved pajamas that you don't mind getting a bit lotion-y? After sanding, put something thick on it - vaseline works well, and lanolin is fantastic, but you can use any lotion that comes in a tub. As a general rule, if you have skin that is dry enough to be scaly, lotion that is thin enough to come out of a squeeze bottle or a pump is not going to be thick enough to create an effective moisture barrier (the goal here is not only to put moisture IN - it's to keep your skin's natural moisture from coming OUT).
After one night, your problem should be mostly solved, to the point where you can go back to using the lighter lotion. If it gets bad again, just repeat the above.
I also do it for my knees, ankles, and heels. Works like a charm.
Try some baby oil a few times a day. Just be sure to not get it on your clothes.
I don't know. Could it be eczema? IS it itchy?
I'd try Aquaphor if it's just "dry skin".

I also had dried elbow or elbows for about a year after delivery. Now it is gone. It is probably related to hormonal changes in woman's body during and after pregnancy. Use some shea butter, it is good for rough skin.
Now that I am "maturing" I also have one elbow that gets dry. I usually use lotion on it at night before bed and after each shower.
I noticed also if I use a fine emery board on it, that also helps.. I always wondered why my my mom always paid such special attention to her elbows.
Don't use lotion. Go to a bath and body and buy a body butter or body creme. The thicker the lotion the better. If you have dry hands or other parts and you put lotions the skin just drinks up the lotion quickly. The creme will stay on the skin longer and won't wash off.
Sounds like eczema. You may want to do an elimination diet to see if there are foods you are having a reaction to. With an elimination diet you start with the foods you eat on a consistent basis and eliminate one food from that list for a month and see if it goes away. If it doesn't then try another food.
Do you lean on it? to nurse?
I'm thinking it comes from being right-handed and cradling your daughter in your left arm while you're feeding her. If that's true, maybe you're just rubbing it on the fabric of the seat or your pants or something.
