AG Dolls, but IMO, too expensive!
My kiddo likes to play with the hair on her dolls. She has 2 Our Generation dolls from Target and neither has playable hair. What's the best doll to be able to comb and style hair on? Kiddo is almost 8yrs old so small parts aren't an issue. :)

The best on the market are the American Girl Dolls. They are of course expensive.
The hair on the Our Generation dolls may not be too bad if you have the right tools. You can buy just the AG brush or pick which work better in doll hair than the typical plastic ones you see for dolls or combs/brushes used for human hair,
I bought the AG brush for my Blythe dolls for that very reason. I have used the AG brush and pick on the hair of all of my daughter's dolls, no matter what brand it is. Spraying the hair with a little bit of water helps as well to control it and get less frizz.
American Girl dolls. My girls each have one and love to do their hair in braids and any style they can come up with.
Get one of those Barbie heads that you style.
Its not a doll per say, but I bought my 8 year old a mannequin head from our local hair store with a stand. The mannequin was $30 and the stand was $10.
The hair is real and she can do actual styling. We may be nurturing hairstylist lol. Here is a link to show you what they look like:
