I am looking to buy the ladies and gents in my office a little something for Christmas. Last year I gave everyone some sort of food item. I don't want to repeat that. I dont want to do candles or anything Christmas kitchy. And I certainly don't want to make anything. Looking to spend $8-10 a piece. We already get lots of wine so no alcohol.

A $10 Starbucks card to everyone will treat them to a coffee beverage of their choice - or they could re-gift the card if they are not into it.
Every office I ever worked for was totally gaga over Starbucks gift cards.
Actually - everyone can use small LED flashlights.
They are great in a purse, in the car, around the house, etc.
A few years ago I burned a holiday CD with various songs and gave that to people on my $10 list. It was a HUGE hit! I included classics like Baby It's Cold Outside and Silver Bells as well as more modern songs like Mariah Carey's All I Want for Christmas and Adam Sandler's The Hanukkah Song.
Beyond that I think pretty much everyone would appreciate and use Starbucks gift cards.
How about umbrellas? May sound crazy but everyone needs one and you could probably get a nice one for around $8. Same for men and women. I received one recently and thought it was a great idea.
I got one of those insulated cups with the screw on lid and straw from a coworker last year and I love it! I use it almost daily for water at work. They have them in all sorts of designs and you can get bulk discounts online. Cost Plus World Market is where I personally shop for those gifts. Last year I got everyone gingerbread man-shaped bottles of maple syrup with little Santa hats on the caps. In previous years I have done the flower petal soaps, ornaments, Starbucks cards, vases filled with tulips and pine, and fancy cookies in festive packaging.
You could get boxes of popcorn and attach a gift card to red box. Starbucks is always good. Gift card to a bookstore. If you're wanting to separate by gender I know the guys in my life love new small flashlights or ice scrapers for the windshield. My ladies love any kind of lotion that fits easily into their purse because of how dry winter makes our skin. Gift card to a local movie theater.

The movie could be presented in a cute way too. I'm not sure how many people you need to purchase for if each one was presented in a cup with popcorn.

We had a customer give us a 2# box of quality mixed nuts last year that we loved. ( no peanuts in the mix)
The company name for the nuts was on the package and we loved these so much ( we are picky) that we ordered a shipment for all

For the ladies you can get bubble bath/shower gel and body lotion in the same scent. You can also get nail polish with nail dryers at Walgreens.
For the men grooming kits or cheese and sausage usually with crackers. Men love food gifts.
You can pick up gloves or scarves for everyone.
The popcorn idea is cute. Some people get AAA discount movie tickets and give everyone 1 with popcorn. The tickets are about $5 each when you buy them in batches of 4 or 5 (how many are in a batch depends on the theaters in your area).
I'd avoid controversial gifts - right now, Starbucks is a little iffy with a lot of people because of a connection with Monsanto. Department store gift cards are useful to many, but right now there's so much controversy about who's open on Thanksgiving or who's not paying a living wage to workers (many of whom are planning to strike) that you might not want to go that route. Lottery tickets are fun for some people but you have to know for sure that they are okay with them - some people are really opposed to "poor people's taxes" and an office gift is not the time to make or take a stand on a political issue.
If the gifts don't have to all be the same, you could do lotions and small toiletries, especially with unscented products for those who have issues. If everyone celebrates Christmas, you could do an ornament - a lot of craft & holiday fairs have unique gifts made by small, independent vendors, and often personalization is free. If you personalize, write down the people's names and hand it to the vendor though, so there are no spelling errors, including the incorrect use of apostrophes. You don't want something saying "The Smith's" when it should be "The Smiths."
Sometimes you can find small cute flower pots with a bulb in them (narcissus, crocus, etc.) which can be forced long before spring is actually here. Some people just love a bloom in the dark of winter! Usually forced bulbs don't regrow, but they would still have the little pot for other things. Another option is a pot with a pack of seeds like parsley, basil or thyme for growing on a sunny windowsill. You could also buy the seeds now and start the herbs growing at home, then give them something already starting to push up some green shoots. You can use a popsicle stick (from craft stores or dollar stores) and a sharpie marker to push into the dirt and label the herb. Just don't wrap until the last second because it needs light of course.
Coffee mugs with a tiny sample pack of gourmet coffee? You can find a lot of coffees in supermarkets, specialty stores and local coffee roasters. For the non-coffee drinkers, you could do a pack of gourmet tea. Not sure if this counts as "food" that you don't want to do.

Check Costco. Central Market gives a discount for 6 or more bottles of wine.
If they do not drink a bottle of sparkling Apple a Cider $4.00-$6.00 is festive. Wrap a ribbon on them, use a metallic sharpie marker in gold or silver to sign the bottle personally to each person.
How about a $5 or $10 piece of costume jewelry like a bracelet or ring?
(they have those stores at the mall, like Charming Charlie or Forever 21)

A canvas print that says Family or something.
