You also get a diffuser that you plug in and can put eucalyptus oil in it. You can get them at health food stores. Using a humidifier can help. Is the cough the remnants of a virus or is it an allergy? If the latter, obviously investigate that. We had a cough last year both DD and I that lasted for about 10 weeks but that was just the course of the illness. Also, if your baby drinks milk or eats other dairy products you may want to stop those because it increases mucus. I've also found that getting outside in the fresh air can really help coughs.

I don't think there IS any type of medication that is safe for a 1 yo.
Have you tried a cool mist humidifier running in her room at night? This will help to keep her nose and throat moist and not irritated.
We are having cough issues too. I cheat and give my 3 yo cough med at night and adjust it to his weight age. But my for my 1 yo, I do hot hot steam showers with eucalyptus oil. You don't put the baby in the shower, you close as much of the bathroom ( doors and windows) and run the shower HOT and create a steam room. Add a little eucalyptus oil and the aroma will mix with the steam and help clear nasal passages. Do this 2-3 times a day about 10 min, especially before bedtime. Then run a cool mist humidifier. If she has a runny nose and congestion, sprinkle a little fresh powdered ginger on her warm milk. Ginger is wonderful for a cold. Avoid cleaning products and foam pillows. Foam contains polyeurathane that is not good for even adults to sleep with. Check the labels. The dry heat might be the problem. If you have a wood stove, let it go out.

Drink non-sugary liquids.
Make sure you run a humidifier in her room to help hydrate her, especially if she has a dry cough.
