There is a children's consignment shop on the northside of Chicago, called Once Upon a Child, on Milwaukee at Foster.

Anyone know of a good consignment shop in Skokie or Evanston (or nearby). I am looking for one to sell stuff to and possibly buy. Thanks!

Why don't you use Ebay? I sell on there all the time. For a small fee I can list items for you also.
The consignment Shop that my mother-in-law loves and shops at for her grandkids all the time is I think called Bearly Used and it is on the corner of 4th and Linden across from the L stop in Wilmette. I saw them featured in Chicago Parent. I know that they take clothes.
In Evanston there is a shop on Main about a block south of Ridge that takes consignments. I think it may be called Childrens Closet. The stuff there is a bit overpriced for resale, but it might be a good place to consign.
In Willmette right by the train station there is another kids resale shop called something like Bearly Used Childrens resale. They are good for buying stuff and I think they consign.
In Evanston on Chicago about a block north of Main there are two resale shops that are not exclusively childrens, but have better prices on the childrens stuff they do have. I don't think either one consigns. The Junior League Thrift Shop has clothes and toys, ORT resale has only toys.
In Evanston on Chicago and Kedzie (about a block or so south of Main) there is a Salvation Army. They have really cheap prices on clothes, but the racks are a mish-mosh so it takes some effort to search. You probably wouldn't want to bring the kids along if you go. They have some toys, but I've only seen junk. I think if a good toy comes in, it is snapped up right away. They only take donations.
