I would get her the AG doll. Love those! And this way you will get more than your moneys worth if she uses it for a couple more years. I bet they don't have those in Germany either.
My four year old neice's parents separated a little under a year ago and she has since been living with her mom in Germany. I have been thinking about gifts to get her for Christmas (from myself, my husband, and our three year old son) and would like some suggestions. She is very confident, outgoing, and smart, she is a performer type and loves attention. I would like to get her a good quality gift that will last nd she can use/enjoy for a long time. Maybe something that she can't easily find in Germany or that reminds her of us back in the states. One thing I had considered was an American girl doll that looks like her, but I am torn as to whether she is too young. Also, I am wondering if anybody has tips for shipping to Germany, and how to save a little on that or if there are places I can order from online that would ship directly there.

This may be off the wall, but maybe a karaoke machine with American songs if she likes music. The Germans just seem to do toys, puzzles, and games so much better than we do, but music . . . . My daughter is a ham and sounds a lot like your niece, so I'm thinking she'd like standing at the mic. Might be a bit pricey though. :-/
If you are sending anything to Germany, do it early so that the child will get the gift.
When I was in Germany, Amazon shipped right there. As far as suggestions, maybe talk to her mom and see if there is anything she misses right now?
I would think that she probably wouldn't be fully ready for an American Girl Doll yet. Maybe when she is 5 or 6. They do have Bitty Babies and those Twin things if you wanted to go that route.
Did she have any favorite candy/food in the U.S. that is hard to find there? I know you couldn't do a whole present from it, but maybe part! What about a TV show that she loved, but she can't get there? Maybe you could send that as well. Hope this helps a little!
