I know some car rental places rent car seats- not sure about boosters....
My brother will be in town soon and he's bringing his two boys. I'm lending him my car, but do not have a booster seat he can use. He may need two with the new law, but I'm wondering if anyone out there knows of a place we can rent the booster seats for a week? I want his kids to be safe, but don't want to have to buy the seats.

Have them bring the own and gate check them or if you they tell you what brand they use and is good you could go to Once Upon a Child or Craigslist and by used. Car rental places are expensive and in most cases in really bad shape.
Where are you located? I have one that we're not using anymore - I would be happy to give it to you.
Your brother should bring the boy's boosters with him. NWA does not charge any luggage fee for carseats. I'm not sure about boosters, but you could call and ask. I would imagine it would be the same policy. It is also possible for the boys to sit on their boosters in the airplane - it is just more to carry through the airport.
I don't know of a place where you can rent car/booster seats, and honestly I wouldn't rent one if I could. You wouldn't know the history of whether they had been in accidents or if the seats were expired, etc.
I'm not sure about booster seat rentals but I know that you can buy booster seats at Walmart / Target for $15/ea. Honestly, I don't think you can beat $30 for renting for an entire week for two kids. You might just want to go with that option.
I am not sure but you could maybe check with a car rental place to see if they have seats you can rent.
