First off... I'm against the grain here because I love black eyed peas. My family does not.
I make Texas Cavier. If you want the exact recipe, I'll send it.
Bottom line..... Steam peas to firm but tender, strain, set aside. Combine vinegar, apple cider mixture. Mix with peas. Add chopped onion & celery to taste.. Let sit to allow flavor to set.
I dont follow the "recipe", we lke to add a little red pepper, imit some onion and celery.
