One of my close friends birthday is coming up and I've been trying to think of a gift that she will enjoy and may be useful for her. Any ideas?
She's a mother of a 4 year old, busy, simple, person. She's a Sagittarius( don't know if that matters). I just put that out there because some people say...some Scorpios like this...or some Libras like that.

I would get her a voucher for a pampering session at a local spa.
As she is a busy Mom,a few hours relaxing in the beauty spa with you babysitting might be a nice treat.
As for the star sign Sagittarians love life,freedom,friendships,social butterflies,adventure,have lots of energy.

You didn't specify a price range so here are a few ideas -
Large tote bag - a designer one if you have the $
Kindle or Nook - again $$, or a Gift card for a book store
You don't say much about hobbies, but if she has a four year old and enjoys doing crafts with the LO then maybe a gift certifcate to Michaels or AC Moore
Does she has an I-Pod? Then an I-tunes gift card...
My suggestion is to buy her a pretty locket necklace and put a picture of your daughter inside. She will love wearing it and she will always have your daughter close to her heart~ Good luck!
