I use www.vistaprint.com for everything. I really have been happy with their products and you can modify them to meet your needs. For example you can add a picture even if the template you want isn't a photo template.
Where did you find cute birth announcements? We usually do CostCo for our Christmas cards, so that's what I'm thinking of for our upcoming birth announcement. I think the doodlebugdezins are REALLY cute, but too pricy since we're going to need to buy 75-100.

Not sure if you have a membership to Costco or if you know someone who does, but I just ordered some for our son last month and they were 14.99 for 50. They turned out awesome. For my first I did Tinyprints and spent a fortune. They were nic, but I spent like 120 bucks. I leanred my lesson the second time around. Good luck !
Here are a few options. I have used all of these. I listed them in order from cheapest to most expensive. The first 2 you should be able to get an announcement for less than $1. Not sure what price range you are looking for but these are nice, unique types of announcements.

Try kodakgallery.com. I use them for all my photos, and they have free shipping on orders over $4.99. They have a great selection of cards, and it's very user-friendly. I made my own birth announcements, but have created other cards on their website.

I did Tinyprints for my birth announcements. You can also do Shutterfly, which I love, and they are easy and cheap.
