Go for it! The sooner the better, he's still in the best window (before 23mos) so keep at it, go for it!
So, my 21-month-old is doing pretty well with potty training. He tells us when he has to go, and 9 times out of 10, he goes! He poops like clock work too each morning. So, my question is, should we maybe try putting underwear on him ( he is at our house during the day with a lady that watches him) for a few hours each day or wait until he has going #2 down in the potty before we make the transition???

I say go for it and try underwear! My 2 year old had accidents with #2 for a couple of months, but did great otherwise and I don't regret going to underwear when I did. Especially if he poops around the same time every day, you could just put him on the potty and try to time it right. It sounds silly, but with my 2 year old I would simulate "pushing" and he would imitate me and make himself go, and most days we could avoid any accidents by timing it just right!
Do it! Both of my kids were transitioned as soon as they seemed ready. Yes, there were a few accidents, but the feeling of being wet was a big help in getting them to stop wetting their pants. I also advocate going naked as much as possible. We have a huge backyard with total privacy, so the kids went naked in the warmer weather and felt when they were urinating immediately.
Just a note: buy a LOT of big boy underwear (10-15 pairs). You may go through a couple a day until he gets the hang of it and you want to be sure that he has a clean dry pair each time to reinforce the training.
