Bedford Splash is the best water park for toddlers that I have found. We have already been 2 times this summer and my daughter talks about it all the time. Have fun!!
My husband & I are wanting to take our 2 1/2 yr old son to a water park next week but we do not know which one is the most toddler friendly. We are going for him so we want him to be able to do things and have fun without being to young for most water activities.

The Keller Pointe is where I would recommend. They have an outdoor and indoor area for the kids and plenty of things to do for a 2 1/2 year old. Also I would recommend renting a life jacket (I think they are four dollars).
I too was going to recommend the College St. one in Lewisville. It is cheap ($2 for residents, $3 for non-residents, free for ages 2 and under) and very young kid friendly. It is small, but I think that helps keep my son from getting overwhelmed (he just turned 2). They have several spray areas, a beach-entrance water area for little kids, a very small lazy river, and a bigger pool area. We love it! It is also very clean and not too busy when we have gone -though that was mid-week.
I would suggest you just find one of the neighborhood/city pools that has some of the waterpark type of fixtures. Lewisville has one on the East side of I-35 on college street. It's perfect for a 2 1/2 year old. The commercial water parks are likely not a good idea for a 2 1/2 year old as the amount of time that would be reasonable to spend there would make it a waste of money IMHO.
I agree with the first poster... NRH2O is probably a little too much for a 2 year old. Lewisville Old town would be perfect, if it's not too far for you to drive from Keller. We've never been to the Keller pool, so couldn't say one way or the other, but sounds like we might need to try it out:)

We love NRH2O. I forgot to mention Bedford splash. It is a lot of fun and less expensive.
I love Keller point because it has an indoor water park...small but safe. They also have an outside water park as well.
I just took my 3 year old to NRH2O and she and her little friends age 2 & 3 loved playing there. They have 3 toddler safe areas.
