Mount Trashmore in Evanston, a public park site, on Oakton, a little east of McCormick, and if you're on the south side, Palos Park....
Unfortunately the cook county forest preserve has closed the fabulous (and free) tobaggon run at milwaukee and devon avenues... when i was a kid they even had tobaggons to rent for some ridiculously cheap price that any kid could afford.

I don't know the answer to your question, but in Evanston there is a huge hill called "Mount Trashmore" as it was apparently created out of landfill. It is behind the Levy Senior Center.
From the intersection of Oakton and Dodge Avenue, go south one block and turn righ just after the Levy Center. There is a traffic light there. Follow the road until you find the parking, and you are there.

Enjoy!

I'd also add it depends on how old your kids are...
Mt. Trashmore is great for all but toddlers - the older kids there tend to not pay attention to who they might be sliding into.
I believe the City of Evanston closed the really long hill because someone was hurt on it last year.
Cricket Hill at Montrose and Lake Shore Drive is okay for all ages - not too fast or high but you have the whole hill to work with
