Most people who receive WIC may not get enough through WIC to cover all their formula needs.
What about taking them to a local church or food bank?
I just had a baby and the formula checks are pouring in. I breastfeed, so I want to pass these along to someone who will use them. Any takers? I have Similac and Enfamil.
The women in shelters get WIC benefits, so their formula is free. I am going to donate the formula samples I have, but I want to send these checks to someone who has to pay for their formula and could use the discount.
I will be more specific-the women in the shelter I donate to are all already on WIC and don't need the checks.
I guess I will just leave them under the formula cans at Target, like I've done in the past.

I'd post them on your local "Freecycle" website. You can just put them in an envelope on your front steps and they'll likely be picked up within hours.
Drop them at your local DSS for foster parents. Sometimes the kids in care qualify for WIC, but it takes time to get the paperwork filed and approved. This would help defray costs for the foster parents who are taking the child in with 30 minutes notice. I know I would have appreciated it greatly that first couple of weeks with our (then 5-week old foster) son.
I wonder if there's a woman's shelter or something near where you live that you can send them to... I'm sure they could use them.
You could take them to a local day care. They can leave them on the counter for mom's to take. People used to leave all kids of coupons at our day care.
I will take them if they are still available.
