I am a wedding photographer, so I can possibly help with suggestions for low budget wedding vendors. I am not plugging my own business bc I am not inexpensive at this point in my career. The reason being is that the editing and post production work takes me away from my kids *alot*, so I had to sort of set a boundary and say "If I am going to do it I am going to be paid really well for it". However (!) I do have a friend who is just starting out in photography and she is willing to negotiate a pretty good price.

If you are looking for a more established cake place I highly recommend "More than Cakes" the owners name is Barabara Suarez and she is fantastic!
As far as florists goes, check out "Absolute Bliss Flowers".. the owners name is Debbie and she is the most professional and least expensive florist that I have encountered.
What kind of music are you looking for? I do know someone who is a DJ and does weddings but I am not sure .. if you are interested let me know and I can get his number..

my good friend is a karaoke host, she also does a one woman show, and she was a d.j. at one wedding that i know of and she did a fabulous job. She has all the music you can imagine and wants to make a name for herself. She can sing a personal song to the bride and groom for their first dance, pretty touching actually. I did exactly this...low budget wedding. I really didn't want one - it was more for the family than for myself! :) If you are near the Copperfield area, A Yellow Rose Bakery does a lot of nice wedding cakes (VERY VERY YUMMY) for affordable pricing. Also, check out Blossom Bouquet for a florist. They can give you ideas for 'cheaper' arrangements. Daisies have a very crisp, clean & happy appeal but are also a lot cheaper than most other flowers. I used white daisies & mixed white roses into my bouquet for a little added "fancy". I also used colored daisies (yellow or purple or more readily available & affordable) to add color to the arrangments.
